Most plants and seeds can be listed as long as they're allowed in the location the seller is posting to, but there are exceptions, including some seeds and noxious weeds.
What is the policy?
- The following are not allowed:
- Endangered plants
- Plants, flowers, seeds, trees, fruits or vegetables prohibited by government or by postage regulations
- The following references determine whether a plant is prohibited by government:

- Department of Agriculture and Food - opens in new window or tab (Ireland)
- For plants grown outside of the EU area a Phytosanitary Certificate is required. Business sellers within the UK require a UK Plant Passport
Activity on eBay is required to follow this policy, the eBay User Agreement and all applicable laws, as well as respect the rights of third parties. If it doesn’t, eBay may take action consistent with applicable laws and the eBay User Agreement, and may even be legally required to do so. Such actions may include, as an example only: Removing the listing or other content, issuing a warning, restricting activity or account suspension.

Why does eBay have this policy?
